I discovered the same thing. I tried playing ~/Examples/Experience\ Ubuntu.ogg with both Totem and mplayer.
With Preferences->Sound->Music and Movies set to "Detect Automatically" or "Pulse Audio" Totem refuses to play it. When set to "Alsa" it works flawlessly.
