If all 7 icons existed in, eg, Tangerine or the GNOME theme, I would certainly agree with that. And in fact, I think it's a good idea to let icons such as lock, switch, logout, and maybe reboot be themeable, since most themes already have them.
However, the some other ones deserve their particular icons : the "reload" icon is okay for reboot I think, and I also like the shutdown item, but hibernate and suspend really need their own icons.
