If all 7 icons existed in, eg, Tangerine or the GNOME theme, I would certainly 
agree with that. And in fact, I think it's a good idea to let icons such as 
lock, switch, logout, and maybe reboot  be themeable, since most themes already 
have them.

However, the some other ones deserve their particular icons : the "reload" icon 
is okay for reboot I think, and I also like the shutdown item, but hibernate 
and suspend really need their own icons. Most users already don't know the 
difference between hibernate and sleep in "practical" terms (the first one 
doesn't consume power, the second one does), they will probably not understand 
the analogy in "suspend to RAM/disk".
