OK, I found the file with instructions on enabling the web interface. I did that, rebooted, and was able to set the paper size in the web interface to the same value as in gnome-cups-manager. The top margin is now correct.
However, this is not going to fly if normal users cannot set the paper size and have it viewed as the same value in both interfaces.
