Public bug reported:
Currently if you change the proxy settings in ubuntu it only affects gnome
programs.
It should also alter the standard environment variables so that programs which
dont make use of the gnome framework like wget also use this settings.
Since this is a system-wide setting then it should also be moved to
"administration" then.
