The problem is Poppler's pdftops filter. It turns the PDF file which was
generated by inkscape and sent to CUPS to a graphics-only PostScript
file. Seems to be an upstream bug of Poppler. Usually Poppler conserves
the text when converting PDF to PostScript (at least it did so with PDFs
coming from other applications and PDFs which CUPS generated from
PostScript files with Ghostscript).

The best and easiest solution for your situation would be the fix of bug
385709 so that PDF files do not get converted to PostScript and back to
PDF when cups-pdf is used. For now you should always use the PDF
generation facility inside the applications and use the PDF printer only
for applications which do not have PDF export functionality by
themselves.
