I do have a dual screen config, but accessibility options are not
enabled anywhere.

As a work around, I just deleted everything under ~/.gconf/apps/panel/,
then restarder gconf2-d. That "solved" the problem by restoring the
panel to the pristine default condition. Accidentaly, this also solved
the bug of the NetworkManager icon not displaying in the notification
area. I have been constantly upgrading my Ubuntu distro since 6.06,
never deleting anything from my home, so I guess that was mostly a
legacy-configuration issue.

Very sorry I didn't make a backup of the ~/.gconf/apps/panel directory
for debugging purposes, instead of deleting it (from the shell, so no
"restore" or "undo" available afaik).
