Since you reported the bug against Ubuntu 8.10 and I am using Ubuntu 9.10, I tried your example mailbox file. Evolution correctly shows me the buttons "show full card" and "save in address book". Therefore I suggest you also check if the bug is still present for you in a newer version of ubuntu.
