The main problem is actullay that the user think the "add" button here means
to "add a group for the user" but not "add a group for the group list".

I think there is no way to avoid confusion whether we translators translate
"add" to some words mean "add" or not. But do you guys have any idea to
avoid that kind of confusion (no matter by design or by more clear
tooltips)?
