Well, it might be funny that the first time I saw the user list I didn't
realise that it is a list (I have only ONE user then, so I thought I was
editing all the settings of THAT user) until I click the "Add" button
two days ago. :P That's what the saying goes, "if you never try, you
will never now."

I assumed the group list listed in "Manage Groups" were the user is a
member of (the same reason: I have only ONE user displaying on my screen
then), just like what you have mentioned above. I clicked the "Add"
button again to give it a try and found out that I was adding a new
group for the system.

That's why I thought it might be better to add "User(s):" or "Groups:".

As to putting the "Manage Groups" button under the users list, I have no
idea it is better or not... I believe we should listen to others' voice.
