Thank you for your bug report, the title you used "doesn't work
properly" is different from the description of the report "doesn't
include a settings to be turned off". What doesn't work as you would
expect?

The desktop icons are part of the Ubuntu session, that's why it's can't
be turned off (same as the dock and appindicator), if you want a session
without those you can install gnome-session and log into a GNOME session
