Hmm one second delay is a bigger and different issue to bug 1902436. I've never seen anyone use Xorg fractional scaling on Raspberry Pi before but I would expect it to be super slow. Because Xorg fractional scaling effectively requires 4x the GPU power and it's only a Raspberry Pi... I would suggest just not using fractional scaling in Xorg sessions on low-power hardware.
