This is a known issue.
1. The first big improvement was tracked in bug 1970291 but you have
that already. So it used to be worse...
2. The second big improvement is in Mutter 48.0 (Ubuntu 25.04) thanks to
mutter!4015 and mutter!4027. We should track those in this bug. If you
have a hybrid machine then you can /usually/ work around it by using the
USB-C ports wired to your iGPU for all external monitors.
3. The remaining performance gap in Ubuntu 25.10 is being tracked in bug
2081140.
The workaround you mention of enabling screen capture probably just
works be keeping clock frequencies high. That's not unusual, but also
not desirable in a laptop.
