Thanks for checking. I recall scrolling-while-dragging working in Ubuntu 24.04 (not sure about Ubuntu 24.10), but it no longer works in 25.04 with Nautilus 48.0.
Interestingly, I tried the same action in my web browser and got the same results: scrolling does not occur while dragging. This makes me think it may be a broader GNOME/GTK behavior rather than something specific to Nautilus.
