This looks related to bug #104395 from 2007 (https://bugs.launchpad.net/ubuntu/+source/nautilus/+bug/104395), which describes the lack of auto-scrolling while dragging in Nautilus. So it seems this might historically have been a missing functionality rather than a regression.
As far as I know, I didn't ever use Xorg with Ubuntu. I'm now questioning my own memory because I also use a Mac at work which does have scrolling-while-dragging feature.
