I think you're right. I looked at the VM recordings of some other cases where the issue occurred, and in all cases the dock is first visible without the icons, and only a moment later the icons are visible. In VM recordings where the issue didn't occur, the icons are visible immediately. Very observant, I hadn't noticed that!
