Oh you're right. It seems I was misled by a badly designed error
message. It should say "Ubuntu extensions", not "Ubuntu settings".

Looking at the Settings source code it seems to depend on these
extensions having reachable settings:

  Ubuntu Dock
  Desktop Icons NG
  Tiling Assistant

So in that case I would try this as a solution:

  sudo apt install --reinstall gnome-shell-ubuntu-extensions
