UPDATE / CRITICAL DISCOVERY: I found that this bug only occurs when the system clock is set to 24-hour mode. If I switch the GNOME clock settings to AM/PM mode, the time renders perfectly fine in German (displaying the time along with "Nachmittags" / "Vormittags").
