It's slightly confusing the game would call it "Windowed (Fullscreen)"
because windowed and fullscreen are usually mutually exclusive.

Some googling suggests there is a pure "Fullscreen" mode so I think that
might work better. Any "Windowed" mode would/should still have a top
panel. But it also depends how much the compositor is trying to emulate
old X11 fullscreen behaviour without setting _NET_WM_STATE_FULLSCREEN.
That's probably what "Windowed (Fullscreen)" means so I don't think it's
a bug if the top bar remains in that mode. Different compositors will
have different approaches.

To check if the game is going fullscreen correctly you can open a
terminal and run:

  xprop _NET_WM_STATE

then click on the fullscreen window. It should mention
"_NET_WM_STATE_FULLSCREEN".
