I tested with xprop _NET_WM_STATE as requested.

In "Windowed (Fullscreen)" mode the game window reports:

_NET_WM_STATE_MAXIMIZED_HORZ
_NET_WM_STATE_MAXIMIZED_VERT

but not _NET_WM_STATE_FULLSCREEN.

This therefore explains why GNOME keeps the top panel visible.

Interestingly, running exactly the same game through Gamescope hides the
top panel correctly, suggesting that Gamescope treats this borderless
maximized window differently.
