I've narrowed it down further to just GTK4. The
ubuntu-26.10-snapshot2-desktop-amd64.iso live session does not have the
bug initially and then does after only upgrading GTK4 from 4.22.4 to
4.23.2.

Forget about Firefox because it seems to have its own separate
performance issues that come and go at different times.
