Kinetic scrolling is stuttering in 26.10 for some apps, whereas it
doesn't in 26.04 on the same machine. This makes web browsing with
Firefox in 26.10 a noticeably less smooth experience than in 26.04 on
the same machine.
Test case:
1. Make sure the power mode is Balanced (not Performance).
2. Open: Settings > Mouse & Touchpad > Touchpad > Test Settings > Scrolling
3. Fling the image with the touchpad (two fingers) or with a touchscreen.
4. Expect: The image scrolls smoothly.
The affected apps so far are GTK-based as well as Firefox, suggesting it
might be double-buffered apps (Mutter's fault in frame scheduling), if
not a regression in GTK.
