That argument doesn't apply to toolbars because: 1) you don't have room for a 3rd panel (besides menupanel + taskbar); 2) toolbar buttons differ too much per applications. Menubars are basically the same (file, view, edit, etc), whereas toolbars are much more diverse (send, reply in a mailclient, forward, back in a browser etc); 3) toolbars can be really filled with options-- take a look at ie. OpenOffice or something like that.
