That's quite simple. The current hal package we ship in Debian doesn't have PolicyKit support enabled, so no PolicyKit policy files are installed. So there's no packaging issue afaics. It's just a deliberate decision the Debian package maintainers took to not enable this feature. After the lenny release, we will reconsider this decision and likely enable the PolicyKit support.
