Set TMPDIR.

I do the following at login:

setenv TMPDIR `mktemp -d -p /tmp barts.XXXXXX`

which leaves me a nice, 700 directory in /tmp.

We should consider doing this by default so that
names of downloaded documents, etc, don't escape,
and we avoid the 100000 files in /tmp on those
busy SunRays.
