No, because the system has one console and one Console User, but can have
dozens or hundreds of Sun Ray users - and the Console User can do things
like suspend or power down the entire system that it would be inappropriate
for a Sun Ray user to do.

Which Sun Ray session will that be?   You wouldn't want one Sun Ray session
user to have privileges to modify devices in other sessions.

(Of course, fast user switching in virtual terminals also breaks the
 "Console User" model of one user having full rights to the console and
 it's devices, but that's not yet implemented in Solaris.)
