I don't believe it does and this was explicilty reviewed in both the "Console User" and the VT console ARC cases. Only the users actually on /dev/console get the "Console User" RBAC profiles. The users on a second or subsequent session are on /dev/vt/# not /dev/console. So nothing is broken but the secondary (et al) users don't get the additional rights. -- Darren J Moffat
