Yes - those are specifically excluded. You can see the code that
is being debated in /lib/svc/method/rmtmpfiles - the debate is whether
or not to replace the forced exit in that script with an SMF property
check to allow you to turn /var/tmp cleaning on via svccfg instead of
making you edit the script file to remove the exit (which isn't really
supported despite the comments in the script).
