My memory was inaccurate.  It was a support case, number 65718941.
This was the response:

It will not be fixed for 10 unless it is escalated through us with a
business justification from you and why the workaround wouldn't work for
your business.

The workaround was the one I listed in an earlier message.

I also raised the issue on the Sun Ray mailing list and got some help here:

That's probably your best bet for getting an explanation.  You
might point the Support people at CR 5103120 ("Front and
Open keys do not work on Sun type 6 keyboards.") which
was originally fixed for SPARC only in 2004, then reopened
in 2005 in order to be fixed on x86 too, then delivered as an
all-platforms fix in September 2006.  But of course the fixes
are logged against internal project code names and build
numbers and I don't know how to correlate those against S10
updates.  It might be that the fix for x86 is available only in
Nevada, in which case you could file a patch request to have
it made available in S10 too.

Here's my conclusion after opening the support case:

Opening a support case worked.  This issue is fixed in Nevada but
won't be fixed in Solaris 10 unless somebody can raise a business case
for it.  Also according to the support person, the file
/etc/gconf/schemas/metacity.schemas is where they key definitions can
be changed for all users.  In fact, there are only two lines different
between this file on Solaris 10 SPARC and Solaris 10 x86; those two
lines define the [Front] and [Open] keys.  I haven't tried their
suggestions yet.
