is a full explaination of my actions:

* I've changed the title and description to match what the bug is really
trying to address. The bug tracker isn't a place to discuss decisions,
but rather a place to track project goals. Discussions about what needs
to be done should go to a mailing list, specifically -desktop
(https://lists.ubuntu.com/mailman/listinfo/ubuntu-desktop) or -devel-
discuss (https://lists.ubuntu.com/mailman/listinfo/Ubuntu-devel-
discuss), depending on what you want to discuss exactly.

* I marked this bug as affecting the GNOME control center. For KDE or
Xfce new bugs should be filed (or new tasks should be added to this
one).

** Description changed:

- Disabling hibernation is justifiable if it doesn't work on a particular
- system. Making it the default for all systems isn't. First of all, it
- breaks systems in which hibernation works. If a laptop runs out of
- battery, the system would shut down and the user loses all unsaved
- files. All unsaved files wouldn't be lost if hibernation was enabled.
- 
- Secondly, hibernation was enabled in all Ubuntu releases before Precise.
- This lack of consistency will just make peole confused and angry.
- 
- Thirdly, disabling hibernation isn't environmentally friendly. Windows
- is now greener than Ubuntu.
- 
- My suggestion is
- 
- 1) Keep hibernation disabled by default but allow people to enable it
- again from the GUI
- 
- or
- 
- 2) Re-enable hibernation by default and let people to report bugs for
- systems in which it doesn't work
