NM depends on netlink which depends on the hardware driver properly
reporting carrier presence -- this would be a driver bug for the
particular ethernet device on that board.

  network manager repeatedly tries to connect wired connection

Bug description:
  On the Pandaboard ES with Ubuntu Precise beta 1, network-manager
  repeatedly tries to connect to the wired network even though there is
  no cable plugged in. This occurs inconsistently and doesn't seem to
  simply occur after some regular interval. In addition, network-manager
  incorrectly displays a "connecting wifi" icon while it tries to
  connect to the wired connection. This bug does not affect actual
  connectivity and is purely cosmetic. However, it is annoying because
  the "wired network - disconnected" overlay will appear repeatedly.
