The behaviour you are observing is the correct one per design.

If workspace has one window that one is activated, if it has more the
workspace will be "half zoomed" so you can better select which window
you want to activate.

  Workspaces fails to come into focus when more than one app is running

Bug description:
  With Precise(Alpha2), if there are more than one application running
  in a workspace, if you select that workspace, the workspace comes to
  the front but is out of focus. The workspace only come into focus if
  one clicks again on the fuzzy workspace.

  Steps to see the problem described above:
  In one of the workspaces, open a couple of application(eg Systems Settings & 
Terminal)
  Click on the Workspaces icon in the launchpanel(I think that's what it's 
called)
  Select the workspace where the multiple applications are running
  You should see this fuzzy workspace
