i can reproduce this in two ways: * the digits of Minutes or seconds in the clock aplet change * the system draws lines on the system monitor applet

Steps to reproduce: At login prompt change to gnome classic. Open a browser, go to youtube.com and select a video. Click the 'Full Screen' button to maximize. Gnome panel should disappear, instead it's still displayed. Attached screenshot. Edit: It behaves like this even when playing videos locally with a media player such as vlc. The gnome panel initially disappears but reappears after a couple of seconds. As a workaround before playing any videos on full screen, set the gnome panel to hidden. It will still show a 1px white border though.
