With "auto eth0\niface eth0 inet dhcp" in /e/n/i and "[ifupdown]\nmanaged=false" in NetworkManager.conf, NM doesn't manage eth0, so if eth0 isn't brought up that's not a bug in NM.
Please comment out "auto eth0" and "iface eth0..." in /e/n/i and try again under Ubuntu 12.04.
