I occasionally get this, though I'm at a loss to debug it. It seems like one in N (when N is a large enough number to let me get work done, but a small enough one to be annoying) seems to open with what appears to be some sort of flow control or buffering turned on.
The result of this is that the initial terminal is "blank", and if you get to typing commands and such, eventually the window will refresh and show you the results of said typing.
