Thanks a lot for reporting this, however I am unable to reproduce this
on a clean install of 12.04. Can you please provide a screenshot that
illustrates the problem?

"Waiting to install" tooltip shown in launcher bar

Bug description:
After I install something from the Ubuntu Software Center, the
installed application icon appears in the launcher bar, but its
tooltip stays forever as "Waiting to install". The proper tooltip is
displayed if I relock the application to the bar or, restart the
computer.
