I am also affected with this problem :(
by me, there are german characters like Ää Öö Üü and ß
Why is this incomplete?
I use it with PPTP VPN Connections to a Windows VPN Server, but think it
is not the only vpn protocol which is affected.

Binary package hint: network-manager
if the password used to log-in onVPN service have special characters
the attempt to connect fails all the time (this is not VPN fault
because its work under windows)
