Firefox doesn't recognize Ctrl+Shift+W with Caps Lock as Ctrl

Bug description:
affects ubuntu/firefox
With Caps Lock set as an extra Control key, Caps Lock + Shift + W should
trigger
the action for Ctrl+Shift+W under Firefox, but does not. Instead, nothing
happens.
Using any of the normal control keys for this works.
