That's as expected; NM only currently handles one VPN connection at a
time.
Since it seems to be the basis for this bug report; I'll mark this
Wishlist/Triaged; this will eventually get done in NM, though I can't
say when.

Title:
openvpn plugin routing broken, no multiple connections
Status in “network-manager” package in Ubuntu:
Triaged
Bug description:
Binary package hint: network-manager
This might be a duplicate of an existing bug but I couldn't find this
particular situation:
Connecting to a vpn breaks the connection to my default gateway, i.e. I can
connect
to the vpn but not to google.com anymore.
Choosing the IpV4 properties->Routes option 'Only use this connection for
resources on this network'
breaks all routes, i.e. I can connect neither to the vpn nor to another
network.
I've two vpn configured, both were imported from existing conf files.
Connecting to a vpn with NM works only intermittently, mostly saying 'openvpn
service could not be started'.
Restarting NM sometimes helps, sometimes does not help. There is no
difference in behaviour
if openvpn has been manually started or is deactivated by stopping openvpn
and renaming the conf files.
Manually starting openvpn works flawlessly with both connections at the same
time while NM obviously can
only handle one connection at the same time. I can't understand this
constraint.
My intention was to use NM to activate and deactivate vpn connections (also
more than one at the same time)
because I use them as service connections.
Sorry to say that I was using openvpnGUI on Windows before and I'm evaluating
Ubuntu as a Windows replacement.
Thanks
