This still happens for me on the released version of Ubuntu 12.10, with
all updates as of October 20.  The symptoms are as above - Evolution
"restores" my 1.2 GB of mail and then starts the first-run dialog all
over again.

My backup file was made on a system running Ubuntu 12.04.

Bug description:
  Just installed Evolution 3.6.0 on Ubuntu and (with the first-run
  dialog) restored my data from a backup (made with Evolution 3.4,
  Debian). Evolution restarted and presented me with the firts-run
  dialog again (and kept doing that).

  I manually entered an email account to proceed to the program: My
  contacts were restored, only 1 of 3 calendars ('personal') was
  restored and only the manually entered email account was present (but
  emails are restored).

  So it appears that email data are restored, but not the accounts. And
  only the default 'personal' calendar is restored, not additional
  calendars.
