Confirmed for Ubuntu 12.10: my 126 Mb .tar.gz file is "restored" and then the first-run dialog appears again. The backup was made under 12.04.

Evolution restarted and presented me with the firts-run dialog again (and kept doing that). I manually entered an email account to proceed to the program: My contacts were restored, only 1 of 3 calendars ('personal') was restored and only the manually entered email account was present (but emails are restored). So it appears that email data are restored, but not the accounts. And only the default 'personal' calendar is restored, not additional calendars.
