Well, there are users complaining about outdated state of TeX Live 2009 since 11.04 and probably even earlier.
No one says explicitly that we have to have TeX Live 2012 on 12.04. TeX Live 2011 may also be much better than TeX Live 2009. You don't have to care about this bug. You can show some technical difficulty here and leave. The only thing annoyed me here is that you don't even acknowledge the broken state and do something non-constructive: 1. Mark this bug as WONTFIX 2. Suggest upgrading. New versions do have goodies but there are also plenty of examples show that some new bugs introduced by new non-LTS versions may never get chance to fix in the whole life cycle. Don't put people in dilemma, respect what they are currently using.
