  alt-tab behaviour inconsistent with grouped windows

Bug description:
  The alt-tab beviour within a group is inconsistent depending on
  whether you hold it for a moment or not.

  For example, I have thunderbird with an email being composed (so, two
  windows) and other things, like firefox and xchat, on a workspace. If
  my focus is on the email I'm writing and I want to go back to the TB
  message list, an alt-tab should do it. If I very quickly tap tab, it
  will. However, if I hold tab long enough to get the switcher panel to
  show, it won't change windows. This is wrong, it should always change
  window.

  Note that this is nothing to do with the group window spreading thing,
  this is about much shorter times than that.
