Title:
  System allows the only Administrator account to be disabled

Status in “gnome-control-center” package in Ubuntu:
  New

Bug description:
  Steps to reproduce this issue:

  1. Go to System Settings -> User Accounts and notice only one Administrator 
account exists
  2. Unlock making changes to User accounts, go to Login Options and click on 
Password.
  3. In the Action list, select "Disable this Account" and commit the change.

  And the system ends up with no Administrator account.
