At this point apport-cli exits, crash log is not uploaded.
Trying to upload it manually:

_usr_bin_localedef.0.crash _usr_bin_localedef.0.upload
root@sjinks:~# rm -f /var/crash/_usr_bin_localedef.0.upload
root@sjinks:~# LANGUAGE=en apport-cli -c
/var/crash/_usr_bin_localedef.0.crash
