Hello Hélio. I'm sorry for taking this long to react to your bug report.
Since it was reported a while back, the bug might have been corrected in
a newer version.
I have tried the following steps in Tranmission 2.61:
1. Click the 'Open' botton in Transmission
2. Selecting and opening a .torrent file from ~/test/
3. Clicking 'Open' again
Now the file chooser dialog opens in the directory ~/test/ where I chose my
last file.
Was this the case that was not happening before?

when I open an torrent file the transmission give me only the
downloads directory to store my files, if i change to music directory,
for sample, when i back give me the downloads directory...
