I can confirm that this bug still exists in LibreOffice Writer 3.6.2.2. The 
~30s freezes happen not only when scrolling over the page that contains the eps 
image, but also on every save and autosave. After LibreOffice is responsive 
again, it happens sometimes that the preview of some eps images is broken (see 
attachment).
To me as a non-programmer it seems the previews are oversized (800 dpi !) and 
it feels like the preview generation runs synchronously (!) in the same thread 
as the UI.
