This is not actually a bug, since the configuration you are using is
supposed to tear.

Title:
[gm45] Tearing with Intel Graphics Media Accelerator 4500MHD
Status in “xserver-xorg-video-intel” package in Ubuntu:
Invalid
Bug description:
Binary package hint: xorg
Two days ago I updated my Lenovo Thinkpad T500 from Ubuntu 9.04 Jaunty
to Ubuntu 9.10 Karmic.
Sadly I must observe that the tearing problem at least for the given
graphic card is not solved; I still have it.
I read already in boards that there is a link between compiz and
tearing effect; but compiz is not activated.
