If I understand correctly, this is was an artifact of polling all
outputs when a single hotplug event was received. Fixed in raring.

  [gm45] With external monitor, laptop monitor sometimes turns back on.

Bug description:

  I have an external monitor attached to my laptop through a docking station. I 
use Ubuntu Lucid Lynx.
  I work only with the external monitor and the laptop monitor should be 
switched off. This can easily be done with gnome-display-properties.
  But sometimes (after a reboot or even during normal working), the monitor 
settings are reset such that the laptop monitor is turned on again. This 
implicates, that the panel is moving on the laptop screen, which is closed. 
Without a panel it is hard to run gnome-display-properties to change the 
display settings again (but I can run it with Alt-F2). 
  In Ubuntu Karmic, I had no problems. How do I disable this new "feature"?
  It is hard to say how to reproduce the problem, because it is not regularly 
happening. Sometimes after a reboot, sometimes when I start a video, sometimes 
after a screensaver period, but not always after these actions.
