Intel GMA 950 is unusable slow with blur effect on KDE 4.7.4 and
higher when using Open GL 2. KDE 4.7.3 is fast

Bug description:
In KDE 4.7.3, blur effect works fine using Open GL 2.
In KDE 4.7.4, with blur and Open GL 2 on, effects are too slow and
automatically disabled.
Under KDE 4.8 GIT, the system is unusable and slow when Open GL 2 and
Blur are on in kwin settings. However disabling Open GL 2 and
reverting to open GL 1 works. However it is still slower than what
Open GL2 offers in KDE 4.7.3
