I can confirm the behavior described. ICQ account adding window is empty having only "cancel" and "done" buttons. Google account window works but is throwing the about:blank page in the default browser.

The details to this account should have been saved from a previous, working, state but this is empty too. The same happens when i try to re-add the account. I'm on 64bit 13.04 + proposed.
